Former Energy Department Inspector General John Layton will be the Internal Revenue Service's new disciplinarian. IRS chief Charles Rossotti appointed Layton as project director for the agency's disciplinary action review, which will propose actions against employees and managers who have misused enforcement statistics. Layton will also develop internal complaint systems and disciplinary processes for IRS employees. Layton has also served as inspector general for the Treasury Department, deputy inspector general for NASA and special agent of the Federal Bureau of Investigation.

Walter Sutton has been appointed as the Federal Highway Administration's associate administrator for policy. Sutton was most recently a senior environmental attorney for Dallas-based Fina Oil and Chemical Company. Before that, he was a regional counsel for the Environmental Protection Agency.

Immigration attorney Charles E. Pazar has joined the ranks of the nation's 218 Immigration Judges, who determine whether foreign-born individuals who are charged with violations of federal immigration law should be removed from the United States. Pazar has spent the last eight years as Senior Litigation Counsel for the Justice Department's Office of Immigration Litigation.

Nada Harris, former deputy chief information officer for the Veterans Affairs Department, has moved on to the private sector. She is the chief operating officer for McLean, Va.-based VISTA Information Technologies, a networking services company. Harris' 20-year government career included stints at the Food and Drug Administration, the Federal Aviation Administration, and VA.

The Federal Managers Association has chosen Donald E. Robbins, Jr., a Marine Corps civilian manager at Camp Pendleton, Calif., as its manager of the year. Robbins won the fifth annual award for exceptional performance as director of the domestic violence unit of Camp Pendleton's security battalion. Robbins established a domestic violence law enforcement program model at Camp Pendleton by which all other Marine Corps Bases are compared, FMA said.

Air Force Lt. Col. Gail C. Allen, commander at Defense Contract Management Command Pratt and Whitney, in West Palm Beach, Fla., has won the annual Rolex Achievement Award for outstanding athletic and career achievement. Presented by Rolex and the Intercollegiate Tennis Association, the award recognizes men and women who excelled in collegiate tennis and then continued to achieve excellence in their careers. Allen was a top tennis player at the U.S. Air Force Academy. After graduation, she captured the title of best female tennis player in the Armed Services worldwide. Allen commands a 65-person organization that provides contract administration, production engineering, quality assurance and related support for more than $24 billion in Defense Department and NASA contracts.
