President Clinton on Sunday approved an $8.4 billion military construction spending bill, the first fiscal 1999 appropriations measure to clear the President's desk.

The bill, H.R. 4059, includes $3.5 billion for military housing, $3.3 billion for construction projects and $1.6 billion for base realignment and closure actions.

The other 12 spending bills remain mired in various stages of the appropriations process. Last week, Congress approved a continuing resolution that would keep the government running through Oct. 9, to give it more time to deal with those bills. President Clinton called on Congress to step up work on spending measures before the beginning of the 1999 fiscal year on Oct. 1.

"I urge the Congress to complete action on the remaining FY 1999 appropriations bills as quickly as possible, and to send them to me in an appropriate form," Clinton said in a statement.
