Health and Human Services Secretary Donna Shalala has selected Dr. Jeffrey P. Koplan to head up the Centers for Disease Control and Prevention. Koplan will also serve as administrator of the Agency for Toxic Substances and Disease Registry. Koplan is a former CDC senior manager and assistant surgeon general and is currently president of the Prudential Center for Health Care Research. He succeeds Dr. David Satcher, who is now surgeon general.

Steven B. Zaidman has been appointed associate administrator for research and acquisitions at the Federal Aviation Administration. Zaidman has served in a variety of executive positions at FAA, including director of the Office of System Architecture and Investment Analysis. He has been with the agency since 1974.

Also at FAA, Herman A. Rediess will be director of the agency's Office of Aviation Research. In his new job, Rediess will coordinate advanced research and development with industry, academia and other government agencies. He has 30 years of aeronautics experience, including 25 years at NASA. Jan Brecht-Clark, who had been acting director of aviation research for the past year, will return to her position as deputy director.

The National Highway Traffic Safety Administration has a new chief counsel: Frank Seales Jr. Seales comes to the job with 20 years of experience practicing law in antitrust divisions at the Justice Department and the State of Virginia.

Agriculture Secretary Dan Glickman has appointed John S. McKeon of Minnetonka, Minn., as the newest member of the Popcorn Board. The board, which includes major popcorn processors, butters up the American public with information about the tastiness and healthiness of popcorn. Last week, Glickman also appointed five members to the National Pork Board, which works to keep the sizzle in Americans' love for bacon and other pork products.

Small Business Administration Chief Operating Officer Chris Sale is leaving to become controller of the Office of Management and Budget. Sale is a member of the President's Management Council and has been an executive at the Immigration and Naturalization Service and the Veterans Affairs Department.

Undersecretary of the Army Mike Walker will be off to the Federal Emergency Management Agency if the Senate confirms his nomination as deputy director. Walker served as acting secretary of the Army until Louis Caldera was sworn in this month. Walker has been at the Army since 1994, before which he spent 12 years as staff director of the Senate Subcommittee on Military Construction Appropriations.
