William J. Henderson has been selected to become the 71st postmaster general of the United States. He replaces Marvin Runyon, who headed the Postal Service for six years.

President Clinton has nominated L. Britt Snider as inspector general for the Central Intelligence Agency. Snider, now a special counsel to CIA Director George Tenet, previously served as counsel to the Senate's Select Committee on Intelligence and as assistant deputy under secretary of Defense for policy (counterintelligence and security). Snider would replace eight-year IG Frederick P. Hitz, who was the agency's first inspector general since the 1950s.

Raymond W. Kelly has been officially nominated as Customs Service Commissioner. He is now is the undersecretary for enforcement at the Treasury Department. Kelly is a former New York City police commissioner. James E. Johnson has been nominated to replace Kelly at Treasury. He is currently the department's assistant secretary for enforcement at Treasury. Johnson is also co-chair of the National Church Arson Task Force, which coordinates the investigations of recent church fires. Elisabeth A. Bresee, Johnson's deputy, will step up to replace him as assistant secretary for enforcement.

The new director of the Defense Advanced Research Projects Agency will be Fernando L. Fernandez. Fernandez is the president of AETC Inc., a small research firm, which he founded in 1994. He has worked for a number of other advanced research and development companies.

Dr. Claude Earl Fox is Health and Human Services Secretary Donna Shalala's pick for administrator of the Health Resources and Services Administration, a $3.67 billion arm of HHS that runs grant programs to help the poor and disadvantaged get health care. Fox has been acting administrator since March 1997. He was previously at HHS's Office of Disease Prevention and Health Promotion, where he was deputy assistant secretary for health.

The Office of Personnel Management's Communications Director Doug Walker is leaving OPM to become spokesman for the Democratic National Committee. Walker has been with OPM since April 1997.

K U D O S

The Coast Guard Finance Center in Chesapeake, Va., won the Coast Guard Commandant's 1998 Gold Quality Award. The center oversees financial management for the service. Capt. Ronald D. Reck, the commanding officer, and his 350 staff, saved $1.5 million in 1997 and simultaneously improved customer service.
