PANEL ASKED TO REINSTATE ESPY COUNTS-"An attorney for independent counsel Donald C. Smaltz yesterday asked a three-judge panel of the D.C. Court of Appeals to reinstate four criminal counts against former agriculture secretary Mike Espy that were thrown out last December" (The Washington Post).

NO CONTEMPT OF COURT THREAT FOR ARCHIVIST-"A federal judge yesterday withdrew the threat of a contempt citation against Archivist of the United States John Carlin, but said he would consider an injunction directed at Carlin's failure to comply with a five-month-old ruling on the government's electronic records" (The Washington Post).

ADMINISTRATION FINDS NEW DEFENSE OF LINE-ITEM VETO-"The Clinton administration has found a new argument in its effort to preserve the line-item veto, asserting that those who seek an immediate ruling on its constitutionality must be individual people, not corporations or local governments like the city of New York" (The New York Times).
