NEA SUPPORTERS SEEK $98 MILLION-A group of National Endowment for the Arts supporters, calling themselves the NEA Army, have applied for a grant equaling the endowment's budget for the whole year. The NEA Army proposes to spend the money on creating a replica of a small chunk of the $2 billion B-2 Stealth Bomber, and then tour around the country with the replica and a sign that says "PRIORITIES" (The Washington Post).

MILITARY PROJECTS BACK-The Senate overturned President Clinton's line-item veto of 38 military projects, following the same action by the House. That means $287 million in construction projects have been restored to the fiscal 1998 budget (Congress Daily).

STARR AND CLINTON BATTLE-Kenneth Starr and President Clinton continue their battle over executive privilege, as White House staff appear before a grand-jury investigation (The Washington Times).
