PANEL VOWS TO TIGHTEN RULES FOR ARLINGTON BURIAL-"A House Veterans Affairs subcommittee yesterday promised to tighten the criteria for burial at Arlington National Cemetery, saying that the politically well-connected have an advantage when the White House and the Army grant exceptions to current rules" (The Washington Post).

RALSTON NOMINATED FOR SECOND TERM-"President Clinton nominated Air Force Gen. Joseph W. Ralston yesterday for a second two-year term as vice chairman of the Joint Chiefs of Staff amid indications from Congress that an adulterous affair that ruined the general's chances of promotion last year would not impede his renewal as second in command" (The Washington Post).

SENATE CONFIRMS THREE JUDICIAL NOMINEES-"The Senate yesterday confirmed three federal judges in its first official action of the year, slightly reducing the backlog of nominations that has drawn criticism from both President Clinton and Chief Justice William H. Rehnquist" (The Washington Post).
