Libby Doggett has been appointed executive director of the Federal Interagency Coordinating Council, which coordinates multiple federal services for infants, toddlers and children with disabilities and their families. For the past year and a half, Doggett has served as special assistant to the director of Special Education Programs at the Education Department. In addition to directing the council, Doggett will assist with implementation of the Individuals with Disabilities Education Act and the America Reads Challenge.
President Clinton has nominated National Treasury Employees Union deputy general counsel Elaine D. Kaplan to head the U.S. Office of the Special Counsel. The appointment requires Senate approval. Kaplan has served as NTEU Deputy General Counsel since 1988. The Office of Special Counsel protects federal whistleblowers from retaliation.

Walter L. Jordan, assistant commissioner for agency services and executive director of the Center for Applied Financial Management at the Treasury Department's Financial Management Service, will retire on Jan. 2 after 42 years of federal service. Jordan served on the Treasury Department taskforce to implement the Chief Financial Officers Act and is a member of the Chief Financial Officers Council's Human Resources Committee. In 1995 he received Vice President Al Gore's Hammer Award and in 1995 his program was selected as a semifinalist in the Innovations in American Government Awards.
