Libby Doggett has been appointed executive director of the Federal Interagency Coordinating Council, which coordinates multiple federal services for infants, toddlers and children with disabilities and their families. For the past year and a half, Doggett has served as special assistant to director of Special Education Programs at the Education Department. In addition to directing the council, Doggett will assist with implementation of the Individuals with Disabilities Education Act and the America Reads Challenge.

President Clinton has nominated National Treasury Employees Union Deputy General Counsel Elaine D. Kaplan as Special Counsel in the U.S. Office of Special Counsel. The appointment requires Senate approval. Kaplan has served as NTEU Deputy General Counsel since 1988. The Office of Special Counsel protects federal whistleblowers from retaliation.

Walter L. Jordan, assistant commissioner for agency services and executive director of the Center for Applied Financial Management, will retire on Jan. 2 from the Treasury Department's Financial Management Service after 42 years of federal service. Jordan served on the Treasury Department taskforce to implement the Chief Financial Officers Act and is a member of the Chief Financial Officers Council's Human Resources Committee. He is a member of the Senior Executive Service. In 1995 he received Vice President Al Gore's Hammer Award. His program was also selected as a semifinalist in the 1995 Innovations in American Government Awards. A reception will be held for him on Dec. 22.
