BORDER PATROL STRETCHES OUT--The Immigration and Naturalization Service yesterday announced it is expanding "Operation Gatekeeper" eastward from San Diego to deal with a shift in illegal crossings toward California's Imperial Valley (The Washington Post).

ARMY DELAYS LASER BLAST--A test firing of a laser at an old Air Force satellite from the ground was delayed by bad weather and computer glitches (The Washington Post).

NATIONAL PARTNERSHIP COUNCIL GOES BACK TO SCHOOL--President Clinton's National Partnership Council convenes Wednesday, Oct. 8, 1997, for a session that takes the members back to school at Cornell University in Ithaca, New York. The council scheduled the meeting to take advantage of the labor partnership expertise at Cornell University's School of Industrial and Labor Relations. The meeting will feature presentations by Cornell faculty on the life cycle of partnerships, followed by breakout sessions in which federal labor-management partners from across the United States will work with NPC members and faculty on how to improve their partnerships. Participants will include Edward DeSeve, Acting Deputy Director of the Office of Management and Budget (OMB); Robert M. Tobias, President, National Treasury Employees Union; Phyllis N. Segal, Chair, Federal Labor Relations Authority; John F. Leyden, Secretary-Treasurer, Public Employee Department AFL-CIO; James D. Cunningham, Sr., President, National Federation of Federal Employees; Michael Styles, President, Federal Managers Association; Carol Bonosaro, President, Senior Executives Association. CONFERENCE ANNOUNCEMENTS

Access America Conferences

The National Performance Review (NPR), will launch a series of informational conferences aimed at providing government employees and private industry IT officials with techniques and strategies for implementing the goals of Access America, an NPR report outlining steps to increase access--via the Internet--to government services. The first conference will be held November 3 (changed from September 25) in Baltimore, Md. and then will travel to other cities across the country. Expert panels will discuss IT topics, including Internet/Intranet successes, the future of Distance Learning and collaboration, IT acquisition and procurement reform, and privacy and security.

Industry Advisory Council's Executive Leadership Conference

October 5-7, 1997 Richmond, Virginia. Forty-six hours of exciting and important keynotes, workshops and frank discussions on the topics foremost in the minds of both government and industry leaders such as "How the Internet is changing the way we do business;" "Public vs private competition: Does it make sense?" and "Past Performance of Past Performance." $265 for government attendees and $425 for industry members.
