THE FEDERAL DIARY--The TSP C-fund returned 40.48 percent for the 12-month period that ended in August, the G-fund had a return of 6.90 percent for the same period and the F-fund return was 9.90 percent for the 12-month period (The Washington Post).

HEALTH RECORDS--"The Clinton administration today releases recommendations for the first federal law to protect the confidentiality of medical records" (USA TODAY).

DIRECT DEPOSIT--"The Treasury Department will propose plans today to get the government out of the check-writing business and make all federal payments -- Social Security, veterans benefits, welfare -- electronically" (USA TODAY).

IN CONTROL--"Chicago pollster International Survey Research Corp.'s latest data, based on 200 businesses with more than 450,000 workers, find that layoff fears are at their lowest level in three years" (The Wall Street Journal).

CONFERENCE ANNOUNCEMENTS

Access America Conferences

The National Performance Review (NPR), will launch a series of informational conferences aimed at providing government employees and private industry IT officials with techniques and strategies for implementing the goals of Access America, an NPR report outlining steps to increase access--via the Internet--to government services. The first conference will be held September 25 in Baltimore, Md. and then will travel to other cities across the country. Expert panels will discuss IT topics, including Internet/Intranet successes, the future of Distance Learning and collaboration, IT acquisition and procurement reform, and privacy and security.

DTIC Annual Conference

The Defense Technical Information Center is presenting its Annual Users Meeting and Training Conference on Nov. 3-6, 1997 at the DoubleTree Hotel, National Airport, Arlington, Va.
