House Ways and Means ranking member Charles Rangel, D-N.Y., Monday introduced the Clinton administration plan to restructure the IRS.
Rangel's bill would formalize an existing Treasury Department panel that oversees IRS operations and projects, improve employee training to better serve customers, solicit private sector advice on how to refine agency operations and give IRS management greater flexibility to reward worker performance through bonuses and pay hikes.
"Taxpayers deserve an IRS that operates efficiently and treats people fairly," Rangel said in a statement.
The bill differs substantially from legislation crafted by Sen. Bob Kerrey, D-Neb., and Rep. Rob Portman, R-Ohio, which is based on the recommendations of an IRS reform panel.
