Three Execs Honored

A management master, an excellent executive, and a competent commissioner were honored last week for their contributions to the country through public service.

The National Capital Area Chapter of the American Society for Public Administration June 10 hosted an awards reception for three outstanding federal officials. The reception included a speech by former Federal Reserve Board Chairman Paul Volcker on the future of public service.

John Koskinen, deputy director for management at the Office of Management and Budget, was awarded the Elmer B. Staats Award for Accountability in Government. The award is given to individuals or organizations excelling in studies or analyses of the effectiveness of governmental programs. Koskinen oversees regulations, information and computer policies, procurement and financial management policies, and management and program evaluation practices governmentwide.

Eva Janie Fritzman, director of the office of personnel, administration and budget at the International Broadcasting Bureau, received the Government Executive Leadership Award. Fritzman served as acting director of the International Broadcasting Bureau and has served as executive assistant under three Voice of America directors. She began her government career as a GS-2 clerk typist and advanced through the civil service, eventually becoming a senior executive.

David Kessler, former commissioner of the Food and Drug Administration, was honored with the President's Award for Outstanding Public Service for improving operations at the FDA and strengthening consumer safeguards like nutrition labeling and food safety.

The American Society for Public Administration works to improve management in public service.
