Herman Nomination Stalls Again

Senate Majority Leader Lott yesterday said that both the nomination of Alexis Herman to be labor secretary and the Labor Department's appropriation will remain "in doubt" until Republicans get some clarification of executive orders President Clinton is preparing to issue.

Vice President Gore Monday told a conference of building and construction trade unions that the orders will encourage federal agencies to consider labor agreements for government-funded projects and bar contracts to companies that do not have "satisfactory" labor and employment practices.

Lott said for Clinton to try to do that through an executive order "is a problem."
