Clinton Urges Pena Vote

President Clinton dispatched chief of staff Erskine Bowles to Capitol Hill on Tuesday to try to break the logjam over Federico Pena's nomination to be energy secretary.

A Senate Energy Committee vote on Pena's confirmation has been delayed while the panel battles the White House over a proposed interim storage site for nuclear waste in Nevada.
