The top three priorities of unfinished business President Clinton will mention in his State of the Union address Tuesday are balancing the budget, "making welfare reform a success" and campaign finance reform, while education will be his top priority for the future, White House spokesman Mike McCurry said today.

McCurry said Clinton's speech will be "the concrete roadmap" of how to achieve the lofty goals Clinton laid out in his inaugural address.

"Of the goals he laid out [for the future] he will say education is clearly the top priority," McCurry said.

McCurry would not say whether Clinton will reveal any new specific proposals in the speech, but said Clinton hopes to put "new vigor and life" into many of his previous proposals.
