Five years after President Obama signed the Affordable Care Act, the provisions of the health care law are still being rolled out. While technology glitches, lawsuits and the threat of appeal have made implementation challenging, the number of uninsured Americans has declined. Many consumers have seen lower health care costs and expanded insurance coverage.
