Through late November, the Office of Transition Initiatives had awarded 436 grants worth $32 million to Iraqi ministries or nongovernmental organizations. Among the recipients:
- National Government
- Thirty-three grants, worth $4.1 million to help 19 Iraqi National Ministries resume operations in Baghdad and throughout Iraq.
- National Basketball Arena
- Three grants worth $290,000 to rehabilitate the basketball arena.
- Association of Free Prisoners
- Two grants worth $105,530 to former political prisoners for office equipment and computers to catalog abuses of Saddam Hussein's regime.
