- Create a healthy mix of output and outcome goals. Use intermediate goals and measures to show progress.
- Set multi-year measures.
- Communicate. Communicate. Communicate. Strategic plans, GPRA reports and budget documents should, in a reader-friendly format, discuss goals and measures and explain funding decisions. Also, make sure everyone-from the agency head to line employees- understands how their day-to-day work affects the agency's mission.
- Involve outside stakeholders in the process. Most federal programs rely on other entities to be successful. Get their buy-in and comments early on.
- Develop performance goals before sitting down to work on the budget.
- Ensure that budget and strategic planning staffs work together.
