- Don't reinvent the wheel. Don't use a failed IT solution twice. Learn from past mistakes, and take advantage of new technologies to solve old problems.
- Buy it once. OMB is cracking down on redundant technology investments. Learn how one system can work for many agencies and share the wealth.
- Make a case. OMB expects agencies to justify their information technology purchases based on desired business outcomes. Agencies will be expected to develop architectures for their technology investments.
- Make the contractor work. Procurement reform advocates have been evangelizing about the benefits of performance-based contracting for years. Building incentives into contracts to reward vendors for exceeding the agency's expectations is a great way to get the most out of information technology investments.
- Secure the system. Don't become headline news when the system breach at your agency becomes the next terrorist incident. Take steps now to put proper information security mechanisms in place. OMB is cracking down in this area, too.
