Burke steps into the hard-to-fill shoes of Bill Rivers, who has juggled two roles for several years: While directing travel management policy, Rivers also oversaw GSA's fleet vehicle management program. Rivers now is moving back to fleet, and plans to retire in a year or two.

Kleinberg spearheaded the first federal fee-based travel management contract and the development of FedTrip. Before moving to Transportation, Kleinberg spent almost 20 years at the Office of Management and Budget.

McHugh oversaw the development of PowerTrack, an automated system for payments to carriers.
