Federal agencies are increasingly placing a premium on modernizing IT; however, they continue to face a host of structural and strategic limitations in their efforts to implement new technologies. To assess the state of federal IT modernization, GBC recently conducted a survey of 423 federal employees from at least 30 civilian and defense agencies.
