The US Department of Agriculture has improved the way it controls and tracks the movement of livestock into and across the country by enabling end-to-end digital processes. By adding electronic signatures to its Veterinary Service Process Streamlining (VSPS) portal, the paperwork required to accredit veterinarians, apply for health certificates and submit import permits has been automated via an electronic workflow. The result is better visibility and auditability, and improved responsiveness in the event of any health or safety incidents. In this session, you will hear how the Department leveraged their existing forms infrastructure to build in e-signature capability as a scalable shared service for the organization.

As Chief Information Security Officer, Michele Thomas is responsible for leadership and coordiantion in security operations, compliance, architecture, and risk management, as well as for securing APHIS networks and systems by collecting, analyzing, integrating, and sharing information among all USDA component services. Michele coordinates cybersecurity situational awareness, resources, and reporting for APHIS organizations and personnel in order to protect APHIS programs, information, and assets, and directs the policy and governance of the agency Identity, Access and Credential Management (ICAM) Program.
APHIS is a multi-faceted USDA Agency with a broad mission area that includes protecting and promoting U.S. agricultural health, administering the Animal Welfare Act, and carrying out wildlife damage management activities. APHIS has a local, national, and international presence with over 9,000+ employees, protecting the health and value of U.S. agricultural, natural, and other resources.

Director, Software Services & Delivery, USDA APHIS
Patrick McFall is the Director of Software Services and Delivery at the Department of Agriculture Animal and Plant Health Inspection Services for the Veterinary Services Office of the Chief Information Officer (OCIO). Patrick worked as a Supply Chain Manager with an emphasis in Warehouse Systems and Project Management in the public sector before joining Veterinary Services OCIO in November of 2006. In January 2012, Patrick was promoted to the Director of Software Services and Delivery, where he has been leading a team of software developers and system analysts in creating and maintaining applications that track animals, their food supply, and animal product movement into and out of the United States.

Joe brings over 30 years of experience in providing software solutions.
Joe began his career at Wang Laboratories where, as District Technical Specialist, he supported service technicians throughout the Mid-Atlantic area servicing mission-critical Mainframe systems. From there, his career path shifted to the Software side where he worked at companies including Attachmate, Netscape, BEA (WebLogic), Pega and Thunderhead.
His experiences range from designing business solutions to creating infrastructure, integration and business processes.
In his current role at e-SignLive, Joe serves as Sr. Systems Engineer, working with the company’s largest clients in the government (Public Sector) as well as in the financial industry. Joe acts as an advocate and liaison between e-SignLive and these accounts, to assure their continued success. Having served as both individual contributor as well as a Pre-sales technical Manager throughout his career, Joe’s passion for ensuring an exceptional client experience and his enthusiasm in providing solutions are the hallmark of his work.
