Throughout government, organizations are relying on advanced technologies to automate, streamline, and secure their day-to-day operations. Yet how are agency leaders moving from managing information to embracing innovation? What are the technical, cultural, and organizational barriers to introducing new computing, information-sharing and management strategies into complex public sector enterprises? This session will feature the experiences of seasoned professionals, including their successes, challenges, and priorities when it comes to leveraging innovative thinking and technology to meet their agency requirements—today and tomorrow.
Speakers
Jon Booth is the Director of the Web & New Media Group in the CMS Office of Communications (OC). In this position, Jon oversees the CMS public websites program, which includes Healthcare.gov, Medicare.gov, MyMedicare.gov,
CMS.gov, Medicaid.gov, InsureKidsNow.gov, and other websites.
Most recently, Jon has overseen the migration of the Healthcare.gov website from HHS to CMS and the relaunch of that website focused on the Health Insurance Marketplace program. Jon is leading a team consisting of internal CMS staff and contract developers that are building the parts of the HealthCare.gov Marketplace systems for the next Marketplace open enrollment period.
Prior to this position, Jon was the Deputy Director of the Creative Services Group. In this position he led the launch of the Agency's social media channels as well as the Medicare & You Web project.
Jon has worked throughout CMS through his career and has supported the launch of the Agency's websites, IT governance, and numerous communication initiatives.
Jon has been at CMS for 20 years.
Dan recently joined the IPT Associates security services business practice. Dan has ~ twenty four years of IT experience in both commercial and government settings with the past ~12 years directly supporting the Global Combat Support- Air Force (GCSS-AF). Dan’s responsibilities for the GCSS-AF included identity management, cloud based application security, enclave protection, DDos Defense and data protection services for 800k users and dozens of hosted applications. Dan brings a business-oriented perspective toward security related projects which recently saw the entire GCSS-AF security tier move to DISA MilCloud IaaS. Dan is assisting IPT Associates in driving the roadmap and profitability of security related services. Dan was part of the original Air Force team that implemented Akamai services within the DoD (.com and .mil access).
Shane Cullen joined the Department of Homeland Security Science and Technology Directorate in 2005 and assumed the role of Project Manager in 2007. His responsibilities since joining the Directorate have emphasized high technology solutions to law enforcement officers within the Department. Shane is currently the Deputy Program Manager of the Border Enforcement Analytics Program, a big data project focused on providing solutions to Immigration and Customs Enforcement end users. Prior to his duties within S&T, Shane served as a Uniformed Division Officer within the United States Secret Service and as a sniper in the US Army.
Tom Dougherty joined Akamai in 2005 and is currently a Service Line Manager within the Public Sector division. During his 9+ year tenure at Akamai, Tom has spearheaded strategic identity-related initiatives with the US Federal Government and is a leading authority within Akamai for Identity Management in the Cloud. Specifically, Tom has led projects with the Global Combat Support System – Air Force (GCSS-AF) and the Department of Homeland Security (DHS) on Cloud Authentication solutions focusing on secure validation of end-user credentials / identities via the Akamai platform.
George Economou is CTO, Custom Analytics at Akamai Technologies. Akamai’s Custom Analytics capabilities include applied data analysis activities supporting online market planning and strategy, cybersecurity risk monitoring and measurement, and specific techniques including network geolocation and structure inference. George is a 16-year Akamai employee, having held roles in engineering, sales engineering, marketing, product management, and account management. George is responsible for the creation and development of several of Akamai’s security and data offerings, and actively works to encourage Akamai innovation in new applications of technology relevant to critical customer needs. George holds an AB in Computer Science from Harvard University.
Mark Elbert has served as the Director of the Office of Web Management for the U.S. Energy Information Administration for the last six years, maintaining and enhancing www.eia.gov. He studied electrical engineering at Virginia Tech, and started his career designing chips used in consumer products such as Volkswagen automobiles and Apple computers. Becoming fascinated by the Internet, he switched to software and eventually entered government service. His current professional interests are improvement open data delivery with relational metadata and creating websites to allow users to manipulate, analyze, and create visualizations from complex data sets using current web-based toolkits.
James Garrett serves as the chief of enterprise operations for the Defense Media Activity Public Web division, and is responsible for the management and operations of all IT systems supporting the division. DMA Public Web is the premier DoD organization for delivering more than 650 DoD public websites, including cabinet and flagship sites defense.gov, af.mil, marines.mil, www.navy.mil.
James has more than 20 years of experience working in DoD IT environments and provides his agency with subject matter expertise while leading the planning, policy, and successful employment of this mission-critical infrastructure.
Marc Goodman is a global thinker, writer and consultant focused on the disruptive impact of advancing technologies on security, business and international affairs. Over the past twenty years, he has built his expertise in next generation security threats such as cyber crime, cyber terrorism and information warfare working with organizations such as Interpol, the United Nations, NATO, the Los Angeles Police Department and the U.S. Government. Marc frequently advises industry leaders, security executives and global policy makers on transnational cyber risk and intelligence and has operated in nearly seventy countries around the world.
Mr. Kent is the Public Sector Chief Technology Officer & Sr. Director of Systems Engineering for Cisco Systems. In this role, he is responsible for managing the sales engineering team and driving Cisco’s technology strategy in the Public Sector. Working with partners and customers alike, his team assists government agencies (local, state and federal), and education institutions in leveraging technologies to effectively meet mission/business needs. Currently, his team is focusing on integrating technologies like virtualization & cloud computing, core networking, cybersecurity and collaboration tools into the Public Sector market.
Dr. Tom Leighton co-founded Akamai Technologies in 1998, and served as Akamai’s Chief Scientist for 14 years before becoming Chief Executive. Dr. Leighton is Akamai's technology visionary and leads the senior management team in setting the company's strategic direction, while engaging directly with customers and partners from around the globe. He is also a member of the Board of Directors.
Micah Maryn is a Solutions Engineer supporting a variety of Public Sector organizations, including Federal, state, and local governments, as well as higher education. Micah’s role in supporting government organizations includes understanding the organization’s needs, and providing recommendations on how to meet those needs while still meeting the overall mission objective of the organization. In addition to supporting government customers, Micah also participates in the ongoing activities of Akamai’s Security Center of Excellence, which is a corporate wide organization focused on security needs and continuous training, and Akamai’s Web Experience team, which focuses on challenges and solutions for improving user experiences. This diversity in focus become highly valuable when support government organizations, who require advanced security solutions while providing the best level of service and user experience to all constituents and all devices.
Ken O’Brien joined the Department of Treasury/Financial Crimes Enforcement Network (FinCEN) as its Chief Technology Officer in March 2011. In his role as CTO, Ken sets the IT vision, strategy, and technical direction for FinCEN; directs its $120M IT Modernization program; and, partners with stakeholders to advance FinCEN’s mission to safeguard the financial system from illicit use and combat money laundering.
Ken is currently focussed on the delivery of FinCEN’s new information processing and analytical systems enabling enhanced data quality, integration, and analytical techniques to detect money laundering and criminal activity.
As the Vice President of Public Sector, Tom is responsible for leading Akamai’s Sales, Marketing and Support initiatives within the Federal, State and Higher Education marketplace. Akamai provides services for accelerating and improving the secured delivery of content and applications over the Internet or an organizations private cloud infrastructure. Akamai offers services and solutions for digital media, software distribution, content and application delivery, IP application performance optimization as well as a suite of security offerings that allow businesses to meet their mission requirements. With more than 30 years of information technology industry experience, Tom has held numerous executive management positions at Fortune 500 companies such as EMC, Lotus Development Corp., Unisys Corp. and PictureTel / Polycom. He received a Bachelor’s degree in Business Administration from the University of Maryland - Robert H. Smith School of Business.
Mr. Skudlarek develops and coordinates FCC information technology plans; establishes and administers IT policies; manages IT architecture; leads stakeholder outreach; directs capital planning and budget activities; approves IT acquisitions; and oversees performance management. John works closely with the CIO to implement FCC’s IT Transformation Program to foster innovation, transform business processes, speed delivery, reduce costs, and improve security. Mr. Skudlarek served as Acting FCC CIO from January to March, 2015.
John leads Akamai’s Web Security services products and is responsible for driving the product roadmap, business planning, revenue growth and profitability of those services.
Akamai’s Web Security services provide cloud-based web application security and DDoS defense that leverage Akamai’s unique distributed computing platform to provide a globally distributed layer of defense that scales on demand, in real time, protecting customer web sites and data center infrastructure.
Larry Underhill is Director, Custom Government Engineering at Akamai Technologies. He currently serves as the head of the Engineering and Operations teams for Global Content Delivery Services. GCDS is the distributed cloud platform deployed inside DoD networks for accelerating and securing mission-critical DoD applications and providing large-scale video streaming. Larry is an original member of the 3-person engineering team that built the GCDS capabilities from the ground up. He is a US Air Force veteran and has over 20 years of experience in the fields of telecommunications and Internet infrastructure.
Berk Veral is a Senior Manager on the Akamai Product Marketing team responsible for consumer web performance solutions. Prior to joining Akamai, Berk served as the Principal Product Marketing Manager at RSA, The Security Division of EMC leading product marketing efforts for Threat Intelligence solutions across all business units. Before RSA, Berk held several marketing roles at Sapient and Charles River Development. He has over 15 years of technology marketing experience and holds an MFA from Boston University and an MBA from Texas Tech University.
David M. Wennergren is Senior Vice President, Technology at the Professional Services Council, the principal national trade association of the government technology and professional services industry. He has extensive leadership experience in information technology and change management and has served in a number of senior positions, most recently in the private sector as a Vice President at CACI International Inc., and prior to that, across the Department of Defense (DoD) and federal government, including DoD Assistant Deputy Chief Management Officer, Deputy Assistant Secretary of Defense for Information Management, Integration and Technology/Deputy Chief Information Officer, Department of the Navy Chief Information Officer and Vice Chair of the U.S. Government’s Federal CIO Council.
