The Office of Management and Budget in 2017 directed all agencies to develop plans to maximize employee performance. Per OMB’s guidance, agencies must ensure managers and HR staff receive appropriate training; hold managers and supervisors accountable for employee performance; and provide dedicated support to managers addressing performance and conduct issues.
