Getting a large, distributed organization like the federal government on a path to substantial change in its approach to cybersecurity defense is a challenge, at best. The Biden Administration has been providing executive orders in priority areas to guide agencies in their planning and budgeting. The latest memo from the Office of Management and Budget (M-22-09) sets out a detailed federal zero-trust architecture strategy with specific objectives and deadlines. It requires agencies to achieve the goals by the end of fiscal year 2024 in five areas of efforts, and describes three themes that underlie the approach. Agencies must now find the best way to make real progress with the workforce they have.
