Obama names two to Federal Labor Relations Authority

President Obama has nominated for new terms two members of the Federal Labor Relations Authority, the independent body set up in 1978 to promote stable labor-management relations in government and to review charges of unfair practices.

Designated to chair the authority is Carol Waller Pope, a member of the body since 2009 who also worked in its general counsel’s office from 1980 to 2000. She previously worked in the Labor Department’s employee benefits division as an attorney adviser.

Obama’s other choice is Ernie DuBester, a former law professor and mediator with the National Mediation Board who is being nominated for a second term as a member, having joined FLRA in 2009. He previously chaired the mediation board and was legislative counsel to the AFL-CIO.
