Fiscal cliff stalemate puts 2014 budget submissions in limbo

In an ordinary year, federal agencies preparing their final budget submission for next year would have received the guidance known as “passbacks” from the Office of Management and Budget by now. But the current fiscal cliff drama has left planners of fiscal 2014 budgets with a double dose of uncertainty.

“OMB has held off on passbacks to agencies to determine if adjustments will be needed based on the current negotiations,” a senior Obama administration official confirmed to Government Executive. “No decisions have been made at this point regarding budget timing.”

In May, OMB acting Director Jeffrey Zients told agencies to assume the worst and prepare to cut 5 percent of their budgets, plus 10 percent in information technology.

The delay in the passbacks was reported first by Federal News Radio.
