Why does Congress continue to work on the Healthcare Reform, Cap & Trade, etc. before they complete the budget?
In times of war or natural disaster it would make sense to set asdie the buget to attend to the urgency of those ... but I do not see why we don't have felony laws demanding an on-time budeget.
