    The Federal can barely cover current threats to their system as we speak. Now you want them to analyze new threats. OMB has nothing do with compliance with processes as it does not control anything. OMB is a check and balance at best is doing a poor job at this point as it accepts reports at face value and does not understand the process as it is.
