Let's see.... we're going to spend $13 million on sustainable food systems and $1.89 billion on international food aid. Does that means we're going to ship lots of US grown food to poor countries but spend relatively little helping them to develop sustainable agriculture? If so, I think this is a subsidy to US agriculture so they can sell products at high prices to people we should be helping produce their own....
Tell me what I don't understand.
