    Rep. Garrett is probably right. It is not at all clear the way to "fix" a problem is to start whole cloth with a new agency. In fact, we have existing units in SEC that basically fell down on the job. Why is it the SEC can't be disciplined and required to function effectively with respect to consumer finance? Why would we do any better with a new agency?

    Creating a new consumer protection agency will solve the problem temporarily. But, like so many other federal agencies, it will become corrupted.

    Money corrupts anything and when big finance doesn't like the rules, the money starts flowing. The lobbyists start courting Congressional representatives who put pressure on the agency to change how the rules are enforced. Sometimes, the money finds a way to big wheels of the agency. They start looking the other way and next thing you know, you have a typical federal regulatory agency.
