Article is right on. I have been in Govt procurement for 36 year and with the exception on simple commercial items, I have just about never seen a FFP contract work well. The Govt generally is clueless as to what it needs/wants and FFP contracts end up being modified on a sole source basis to the reward of the vendor.

I disagree with the general statement that firm-fixed-price contracts take longer to execute, are tougher to write, require more staffing and are more likely to generate protests. This statement assumes that other types of contracts permit less stringent terms and require less contract administration, but non-firm-fixed-price contracts require more staffing for appropriate contract administration. The total time for drafting, negotiating, awarding, and administering any type of contract is about the same - the non-firm-fixed-price contracts take more time to administer propertly.
