Good move. This is being done for several reason. Many non US contractors, read Canadian, are attempting to sue over the recovery funding. They are trying to bypass contracts and law knowingly. This change will cover everyone on everything and help ensure more materials are US made and more jobs are created.

Since this new reporting is a contract compliance issue, then the contractors (prime and subrecipients) should be able to bill the government for the time spent complying with the NEW contract terms. While this may seem like a small matter, it adds administrative burden to contract administration, thereby adding costs, and adds ZERO value in the performance of the contract. It should be limited only to "Prime Recipients", and small businesses who are "subrecipients" should be exempt.

I think they need to report how much stimulus money is being spent on reporting on stimulus spending!!!
