NSPS is the 'nightmare on elm street' I personally gave back my YC02 position as I watch the very senior management gobble up the majority of the bonus and pay for performance; how nice would it be that the management pay raise be based on an employee survey weighted balance. Instead of their self annointed pat on the backs. But, they learn for our congressional leadership, who get pay raises, retirement, and healthcare, like they think they are hollywood stars or royalty.

As long as we tend to want to compare private companies to government entities lets be sure we are talking apples to apples. The Corporation as such tends to be psychopathic in character by design (just the pleasure and none of the pain associated with the greater good). We don't see UPS or FEDEX having a mandate to deliver mail to unprofitable locations. We do expect the US Postal Service to do so. I don't know if keeping quiet on this point is rewarded by the lavish outpourings we see when a high level postal executive but it may be.

I'm glad that Lynch is looking into this I would expect that fed wages and benefits will be frozen until the private sector catches up

Congressman Lynch needs to compare state and municipal pensions and benefits to federal employment. That would slow the cry for pay and pension reform when he finds that the feds are on the bottom of the heap.
Also any pay reform should start with management only and be monitored by Congress. If after a one year period, there is not a significant demotion of management and a substantial difference in pay in management, then you know that the Agency's management is incapable of managing Agency wide pay reform. This happened over a decade or more in Social Security. All high management did was rotate the bonuses amongst office managers. One year you got it the next you did not-- they took turns. ---Hasn't it ever occurred to anyone that since the govt retained as management nearly every one they promoted, that something is wrong? Come on, almost no one fails and gets demoted back! What's wrong with that picture?

Postal managers do not care to receive ideas from their employees about how to improve failing processes and procedures. They are only interested in furthering their own careers and satisfying their superiors until the day arrives when they can retire. No wonder the organization is failing.

I do agree that it's probably a good idea to give Federal Employees additional time off to care for a newborn; however, I strongly feel that this additional leave should also be given to Federal employees who experience a serious illness and cannot work. These employees normally use all of their accumulated sick leave and annual leave and then are accepted into the leave donor program, which doesn't seem to work at all. Very few people have unused annual leave to donate to others. There needs to be a better program that provides seriously ill individuals with the time needed to seek treatment and recuperate, without having to take leave without pay. This additional leave could also be used for an employee to take care of a seriously ill family member.

Representative Lynch needs to go after the imbalance of federal workers vs supervisors. One of the reasons the government is so slow, makes so many errors and wastes so much taxpayer money is that they have way too many managers for the number of workers.
The government could be much more efficient and get rid of unneeded layers of management if they would actually follow the ten to one ratio. Making it lean would do wonders to improve performance.
