Oddly the $7.7Billion for pandemic flu defense and response might end up being the reason this supplemental becomes an historic preparedness action by the OBAMA Adminstration and this Congress. What will be of great interest is whether HHS/CDC and NIH get the bulk of the funding to distribute to the Public Health system or will some go to DHS which does not have a clue as to how to deal with Pandemic Flu. And by the way the Robert T. Stafford Disaster Relief and Emergency Assistance Act has no role in a Pandemic Flu situation unless an amendment enacted by Congress and signed into law. This should be done on a priority basis and could be done in conjunction with the extension of the NFIP this September. The NFIP is the National Flood Insurance Program (42 USC 4001 and following) and since 80% of Presidential disasters are declared for flooding the NFIP and Stafford Act are closely related. They should be administered together in a way to reduce the outlays of "Free" disaster relief financing.
