Once again demonstrates the DISA should be an independent federal agency serving both DOD and the civil Executive Branch agencies. It could incorporate manpower/womanpower from the civil agencies that could help do this job. Oh and by the way this problem was identified in the early 1980's and at least three former efforts to do the same thing have been paid for. But also true the FEDS are now more wired than ever! But hey what about STATE and LOCAL governments and full EMP protection for parts of the EAS system?
