Who are these guys? And gals? The Census is a Constitutional requirement and should have any amounts of funding necessar to do the job correctly, efficiently, and effectively. This is not a Congressional fix to some political problem identified as with usual governmental programs, functions, and activities. This is part of the basic design of our democracy (republic). These appropriators no doubt earmarked the funds elsewhere and so decided to violate their Consitutional duty. Congress again showing they are the most incompetent branch of federal govenment when they are needed more than ever to preserve our democracy.
