Not one quote from a real life Contracting Officer. This seems odd since they will be ones doing all the work. By the way....if the Agencies mentioned herein do not hire A LOT more Contracting Officers....this time next year everyone will either be saying how did this go so wrong OR why has such a small amount of the "recovery" " funding been spent.
This stuff does not get put on contract by magic. It takes ability and effort.

One of the Government's problems in fiscal management is having the Federal Acuisition Agencies encouraging spending because they will lose funding in the following fiscal year. The Government should instead reward agencies for innovative ways in controlling costs.
