Even if State and local governments could purchase off the schedules, their own procurement processes would limit them. Where GSA negotiates the prices on the shedules, most (if not all) State and local Governments require competition. So even if GSA schedule prices are lower, the lack of competition will preclude the State and local governments from using GSA.

Great article & great idea.
Opening the GSA Schedule as a contract vehicle for state & local govts is a great way to expedite the procurement process and keep track of purchases.
