The legislation should focus on developing Action Plans for each facility. The government can help by offering incentives or creating an FDIC like depository to rate, insure and impose monetary rewards and penalties with respect to the security status of the facilities. This way when we require a company to comply with soil remediation, water purification, physical plant security or any concerns relative to the changeover from factory to government, commercial or residential use of the lands the taxpayers aren't left with an overwhelming burden or the properties are left vacant, neglected, underutilized and vulnerable because of fiscal restraints. It's a win when without a wink and a nod to aide industry so that when we try to protect ourselves and the environments' we live in without subjecting US industry to dumping by other countries by helping minimize the cost of doing the right thing.

Yes the Steel Industry resisted safer processes and it went over seas- eventually Engineering again provided safer technology. Manufacturers resisted safer techniques TQM and 6 sigma showed safer and less expensive. Technology driven by a need can find a way within the limits of the Laws of Nature to make most processes both safer and less costly.
