TSA will never voluntarily remedy the problems with their agency unless forced to by public opinion and/or organized labor by means of collective bargaining. It simply is not in their best interest to address the issues. It is and has been easier to hide and ignore basic worker rights and protections.The agency was not supposed to last more than 2 years and is an embarrassment.Most of TSA's problems stem from its hasty creation by pres. Bush as a means to assure the public that it was safe to fly again after 911. Ignoring Worker's comp. claims by trashing paperwork or purposely exceeding deadlines is standard procedure,supervisors and managers, who should know better, bully and threaten workers daily,our evaluation and testing procedures are biased and flawed in favor of management and make it very easy to fire someone who has been unfairly tested or, as is normal, has not been given the training in the first place. PASS,our appraisal and evaluation system is the same sytem that was proposed to agencies of the federal gov't that was rejected for being too subjective and unfair ,before it was forced on TSA. TSA's list of problems are too numerous to mention here. I'm very aware of what they are because I was one of the first to be hired and am still there only because of the possibility that we can finally have a professional well-trained workforce that the public expects. And that will only happen if we can be treated like everyone else in the federal gov't. by granting us the basic right to collective bargaining. Then and only then can we sit down with management and come to agreements that benefit everyone.

I have very seldom seen high marks for Management from those who whine and complain. The majority of what I have seen from those who are content with their position / salary / benefits usually don't have much to say and don't respond to surveys like that. I almost didn't. There is improvement to be made in any organization at every level. If you didn't strive to improve then all is lost. I don't want to see PASS go away and I wish they would bring back SOP testing! I would like to see improvements made but not done away with. Many of us in TSA have many years of government service and if moved to the GS scale will actually lose money every year. Even with a "Meets Standard" rating the pay increase under PASS would be higher than it would under the GS scale. I really don't believe that people are absolutely sure of what they are getting into if and / or when we are unionized. There are currently protections in place that the Unions claim we don't have for redress, the Officers themselves are probably unaware of them and are usually too lazy to find out on their own. They would prefer to let someone else handle their problems instead of accepting personal responsibility.

How about a survey of airline passengers, you know the taxpayers, about their treatment by TSA employees. Rude, snarly, incompetent, defensive etc are just a few terms that come to mind. If you are a manger and have to deal with this bunch I can see why the scores would be low. TSA isn't recruiting at the top of the food chain you don't need a GED to get hired

Take a look at the questionable experience of many of the mid to upper level managers. Maybe it's those limited backgrounds that are adversely impacting the workforce. Many of these positions have been filled by "connected" individuals who wouldn't survive in a fair, competitive, hiring system.

I find it sad that you, a government-based magazine, chose such a negative headline and then end the story on a positive note. Also, addressing the useless survey comment, I would say why would TSA waste their time and money on a survey just to ignore the results. Running any large organization is a daunting task and trying to find out the issues that thousands of employees have with the agency is important. Thus, these surveys are important. The bigger problem is getting more employees to fill them out so that the agency CAN get the best data to make changes. You can't make changes if you don't hear the issues from ALL employees.

Truly amazing how they say things are getting better. Why didn't all current FAM Employees receive these and all Current TSO's? Also did you notice they did not separate Office of Law Enforcement out this year is that because with that department things got worst? Also since they measured different items than last year is it valid to say things got better? We all know that things did not get better, but will under Obama.

Lets face it. They hired stewardess',ex-cops(notice I said ex),wife's of cop's, wife's of airline pilots. These people were hired just because they knew the airline business or were suppose to know, but no one with management experience and it shows. Hire managers and let them learn the airline business not try to make a manager out of a stewardess.

The real story here is in what was not directly stared inthe article, including 79 percent of the 16,116 respondents said the process for rewarding and recognizing employees was NOT fair; that 71 percent said pay raises DID NOT depend on job performance; and that 79% said the promotions process was NOT fair and NOT transparent; and that 75% said differences in performance were NOT recognized in a meaningful way! That's the real story. Come on, GOVEXEC, are you too tying to play the political correct card?

Hope, you missed the point.. this is a union driven article that is being pushed to justify the effort to unionize these commercial TSA employees. The union can fix this and will improve the security, cost and the feel good nature of employees over that which exists at the contract airports. You bet - sort of like applying the same level of oversight to in-house and contract screeners.

Federal Security Directors have recieved the survey results for their airports, but they are not very willing to release the unedited versions of their results. This would suggest that they are trying very hard to cover-up the poor makes their management staff recieved at the local level.

Interesting thing about these surveys. They are used more to suppress descent then to improve management performance. It's odd how confidential surveys get back to your boss when you work in federal government and how management doesn't actually learn to do their jobs better. They just learn who to intimidate into restraint.
Ever seen a manager fired or at least removed for bad performance. No? Welcome to the federal government.

Why the misleading headline?? Your article goes on to show the significant improvment in the employees' view of management.
Why not just state that the employees are more satisfied with their managers than they have been in the past. The fact that the rating is still not good, is no different from any other government agency or for that matter, private company.

If ever there was a time to institute PYP across all gov't agencies these surveys proves the fact. Time for BO to initiate NSPS in every gov't function the employees are begging for it

Tell the TSA employees the surveys are a complete waste of time. I work for the DoD and employees at my activity have had to put up with badly trained managers for years. Every time there is a survey and the management is listed as a problem, they find yet another reason to ignore the truth. Most of us have stopped responding to these useless surveys at this point, because those in charge will never agree they are the problem.

What a joke ! It is all spin. Please be sure and publish the employee "satisfaction" survey from the FAA. You will find some very low marks there.
