Once again Congress is demonstrating how difficult it is to comply with legislation they pass. Instead of having a special inspector general (IG) that Congress confirms, why didn't they just authorize the President to appoint a qualified individual from a list that Congress provided to him? In this way, the special IG could have already been in place and doing the job Congress wanted. Also, Congress probably did not even need to have a special IG appointed. Why not just require the Government Accountability Office (GAO) and/or the Treasury Department OIG to perform the oversight. These are two independent oversight bodies that were already in place and could have easily staffed up to conduct oversight beginning on day one. Once again Congress has demonstrated that although they may be well intentioned, the legislation they pass is riddled with procedural mandates that are not reasonable to implement and duplicate existing Government responsibilities and capabilities .
