    All this tells me is I'm bureaucrat and there is only 1 way to do things. I have no desire to think outside of the box or be creative so I need more people.. What a tragic example of blinders with an organization that had very opportunity to use their flexibility

    Point #2 could easily be #1. If Treasury falls back on the IRS Procurement shop for this, trouble is guaranteed. IRS Procurement has been in steady decline for the past 3 years, due to an ill-conceived reorganization, poor management and non-existant leadership. Not to mention the sexism and racism they have don't even bother to hide anymore.
