This is a top priority project. Informed public can change if they see positive progess being made. I agree Iraq should flip the bill now that they are turning a profit. But it must go on uninterupted or the new culture will loose valuable ground.

wasn't this what USIA was for? Perhaps the most cost-efficient, effective, and ethical way to "win the hearts and minds of the Iraqi people" would be to take the $ from the publicity contracts and use it to really support the work the PR firms are being paid to glorify.

The Army could improve its image for free by changing the kill ratio used form calling in air strikes. They allow somewhere around 10-15 civilian casualties in the process of killing one military target. We end up with poor estimates by spotters and scores of women and children end up in body bags and hospitals. That knocks the wind out of any U.S. propaganda they see in the few hours they have electricity. These people aren't as dumb as Americans. They've been around for a couple thousand years. You can't fool them with TV stories.

To a cynical person, in the days of the old "Cold War" this would be known as buying Soviet style propaganda. But I suspect that the real motivation is not ideology but, rather is to provide more taxpayer funds to reward another well connected contractor.
