I am not a federal employee but work for the private sector in an executive level position. In my opinion the SES people are, for the most part, the real deal. They typically do not get drawn into petty agency "food fights", like lower level staff, but look out for the mission of the agency. Sometimes it is so disappointing to deal with the lower level workers who have been in for 15 or more yaers who have completely lost touch with reality in terms of agency mission and are focused entirely on the "entitlement culture". These SES-ers's deserve the recognition and the money. (BTW, $30K is not that great!).
I see a lot of "sour grapes" from the lower level "govey's" in their responses to this blog. Too bad. Get back to work and do something for we, the tax payers, and stop complaining - about everything. Or come out here where we play and see what it is like to put in a real days work.

The Commission on Civil Rights is a joke. Having watched them in action after the 2000 election it was obvious that it needed to be disbanded since the $$ they spent were wasted. So its hard for me to believe it was left in disarray it sure wasn't in array

Terri A. Dickerson serves as the first Director of Civil Rights in not only history of the Coast Guard but the history of the federal government to move for the constructive discharge of over a dozen employees GS-9 to GS-15 and still become a Presidential Rank Award winner.
In the two and half years since she left the United States Commission on Civil Rights in a state of disarray after serving as its No. 2 officer for 6 years, she has recreated disarray at Coast Guard.
In the more than 28 months she has been at the helm of Civil Rights, Coast Guard has had 3 unsolved noose incidents at the service Academy. Over 50 Equal Opportunity Review Reports conducted since her arrival remain unsigned.
We question what qualifies her for this award?

I know some of the folks on that list, and yes, the hours they keep are pretty intense with little-to-no downtime. It's not unusual for me to get emails at 1 or 2 in the morning from some of those award winners. They probably won't even have time to enjoy the windfall.
The other thing we have to remember is this: the private sector has a multitude of ways of attracting high-qualified senior leadership. This is not easy turf for the federal government to compete on, yet it still needs to be able to attract and retain that same kind of talent. And while some people may scoff at these bonuses, they also have to understand that replacing SES and other high-level personnel isn't cheap either, both time and money-wise.

It's amazing that these personnel receive this type of bonus. How can the government be mad at CEO's pulling in the funds from their organizations when our own government gives out these ridiculous bonuses to already well paid executives. I work for the federal government and would love to earn a even a 10% bonus on my measely 40k a year salary.

this is totally ridiculous! And they wonder why the bottom half pursue activities outside their jobs just to pay bills. Those who really do the work never see bonuses like this.

Look at it a different way. NONE of these folks work a 40 hour week - most work 60-70 hours a week. This is their overtime check. $20,000/(20 extra hours per week x 48 weeks of work and minus three weeks of vacation) = $20 bucks per hour for overtime which is not even close to regular pay.

While I cannot speak for the whole group, I do know some of these winners. They are tireless leaders that put in far more than the 40hr/week. They are dedicated to the jobs they perform. We should be thankful that we have people of this caliber in our organization.

executive bonuses, sounds a lot like the Wall Street mess we are in now.
It's a shame we have such low expectations for performance that someone who really warrants a $112,000 salary can get a 53% bonus.
After all these guys only help create a huge budget deficit that joe-six pack is going to pay for -- it's not like they assisted in raising revenue for uncle sam.

Congress is upset with some CEO staff and their bonuses. They should be outraged at this more. At least the company CEO staff usually have their own business and that is usually based on profits. Here we have civil service that are getting huge tax payers bonuses and it was definitely more than likely more their staff doing the work and not them. If you are going to do these things it should be based on a significant result and then the entire team should be involved, not a bureaucrat that more than likely just attended meetings. Way to make the workforce, that actually does the work, feel like the system is something they want to work in.

When it comes to politcal appointees really understanding how hard we work to make them look good..they are on Mars, we are on Earth. They have no clue.

$2000, WOW, The most they ever gave me was $1500. That's was after I made them millions. Usually It's only $1000, then I lose 40% of it back the G on taxes, THANKS.

I got bored and did some math.
61 managers get awards of $40,063 to $60,270 average $50,166x61=$3,121,126
292 managers get awards of $22,894 to $34,400 average $28,647x$8,364,924
That's $11,486,050 using the average amounts of awards. Not a bad gig if you can get it. Kind of helps me understand why nobody in Gov't is going after the corruption in in Gov't or the private sector. Keep your mouth shut and do what your told and will put a little something extra in yoour paycheck.

I can't believe how dog-in-the-mangerish these posters have been so far. The SES's I've worked for have usually worked a 60-70 hour work week, traveled about 75% of the time year-round, and excelled at just about everything they do. It's completely unfair to tar an entire agency w/failure (DOE, DOD, FDA, etc.) because stuff happens. Only the bad stuff makes the news... on a daily basis, we work darn hard for our paychecks!
Would I like a bigger bonus? Heck, yea! But compare it to what they do - I don't want their hours or responsibilities!

I cannot speak for all of the recipients on these lists. I can however state without a doubt the folks that I know on this list earned the award and the financial renumeration that goes with it. The folks that I know are tireless workers who put in many more hours than the established 40 per week.

As a civil servant, you should know that there are numberous sections in a department. Just because someone works for an agency involved in a "scandal" doesn't mean that they personally didn't do exceptional work. My organization has its own issues, but that doesn't diminish my outstanding service. I do take exception that the lower ranks are not being recognized, as they are usually the ones who bear the brunt of the workload. $40k is a year's salary for me!

You can bet your bottom dollar that these SES award winners did not do the work that got them recognized. The amount of money they received in awards is shameful. The guy or gal that gets up everyday, does the best job they can to make these SESers look good will NEVER see such bonuses and they do the work!

WOW - those are some large bonuses! The lowly civil servant is LUCKY to receive maybe a $300 bonus.
I was surprised by some of the recipients: DOD who is spending billions of taxpayers dollars on a war they will never win because it's a politial battle and that's not what they should be called for. DOE - this country is in the worst energy crisis ever... who allowed poison in our pet food? Who allowed the lead found in paint in the toys our children play with? They all got bonuses.

Apparently the difference in bonus as an SES and regular employees are very significant. Allot of our people are lucky if they get $2,000. Just to get that they have to be amazing. Otherwise they get very little or nothing at all.
