Of course Ms. Preston would say the problems lies with the government and the acquisition workforce. She certainly wouldn't point the finger at her clients, the wonderful contractors who never do anything wrong, never deliver products or services late or over budget, and certainly never steal or break the law. Oh no. Not the perfect contractors.
Please! How about a quote from a reputable, unbiased source on the question of the current broken state of federal procurement. I'm sure there would be enough blame to go around.
It seems pretty clear at this point that one of the reasons these reforms are stuck in the HSGAC committee is the influence of the Professional Services Council and the contracting community.

Time is running out for Congress! My employer is inventor of the only next-gen credentialing technology the government has in its pipeline that actually is an older invention than adding biometrics to a smart card. I run federal operations for the company.
Senator Stevens and the CIA's former Executive Director, Dusty Foggo are two of my employer's greatest saboteurs, and both go to trial this fall. In fact, Stevens goes to trial in 2 1/2 weeks. My company is coming-up to its 7 year anniversary of when it first began turning down Kremlin financial offers. We were told by the Kremlin's agent beginning in early 2002 that everyone in the U.S. who needed to be bought had been. For nearly 7 years Congress was bribed to extradite us into Kremlin control so that the Kremlin could abuse our platform to ruin American lives.
None of this Govt Exec stuff...very soon I will be taking Congress to its knees for its treason and drawing blood in the national press! Every unfinished contracting reform bill within weeks will be Congress' bloodletting before voters! It was in our best financial interests to sell to the Kremlin! I will show as much mercy for Congress in a national forum as it showed when it freeloaded on my goodwill the last nearly 7 years!!!

Ms. Preston is incorrect. The real problem is over-reliance on government contractors by this administration rather than federal employees to do government work--if we had more federal employees and less contractors we would reduce costs to the taxpayer, have better management and accountability of federal programs and citizens would take back their government. If we stop having contractors run the government, tighten up revolving door rules and we enforce inherent government responsibility rules, we may not need as many acquisition folks. We need to outlaw government contractor entities from contributing to federal political campaigns/PACs--this will reduce their attactiveness to the politicians. We also need to streamline federal hiring from the current 19th century rube goldberg process, so we can rapidly hire more government workers to take the place of the contractors. One reason we have so many contractors is becuase its so hard to quickly hire federal workers! Remember contractors work for profit, not the public good--they have no loyalty to the government and are not subject to federal ethics laws. Let's show them the door!
