1 of the primary reasons for the down turn is the implementation of NSPS. Folks in DOD now are being held accountable for their performance and are rated that way. The end result is that CS now understand their performance and realize the reason for denial of promotion is totally based on their efforts. As more agencies adopt PFP the case load will continue to drop

JD needs to get off his King George kick. He obviously never had to file an EEO under Slick Willy. You got exactly the same results. Government bureaucracy at all levels and in all countries has always existed to deny any and all actions from disability claims to good ideas and probably always will.

Just because there were no lawsuits, does not mean that discrimination did not happen, particularly within the Dept of Defense. With the onset of NSPS, it gave managers carte blanche to pick and choose their military retiree buddies for prime civil service positions. It happened to someone very close to me, who was advised since it involved a 2 star general, she would be on the losing end (this was the advice given by the Civilian Personnel Office for that military service). She left and went somewhere else because she had a family and could not afford to be ostracized.

The EEOC would not address a Secret Postal Service Regulation, ELM-806 Section 152.3 which prohibits anyone with a history of mental illness from having contact with the public.
I have tried too addressed the issue by writing such in my complaints and attaching such in the complaints with the "U.S. EEOC" and the "U.S. MSPB" and the "U.S. District Court" and the "U.S. 7th Circuit Court of Appeal" but to no AVAIL ONCE AGAIN. The USPS regulation in part was attached to the complaint and stated in the complaint when filed with the bureaus. THEY DID NOT ADDRESS THE POSTAL REGUATION OR ISSSUE AT ALL in their decisions. ALL OF THE COURTS RAN AND HIDE.

There has been a decrease because the EEO Directors work for the office not for the employees. They discourage the use of the EEO process, as it takes so long, and almost force an employee into the greivance process or to their UNION. An employee cannot use both systems, they have to choose, but aren't given much of a choice. I would hardly call this a success for the government. Underrepresenation of race and women in executive positions as well as high GS positions remains a problem within the federal government (and probably outside, but they should be the leaders in implementing their own laws and policies).

The EEOC report of survey like most statistical analysis should be accepted with suspicion. As a former EEO counselor, and former agency Special Emphasis Program Manager I beleive I have a grasp on how the EEO program works, at least in my Department.
The success or lack there of of any program in any government department is dependent on the support or lack of support by the leadership. Generally EEO has not been accepted by government managers, most of who are from the baby boomer generation and the product of sixty's social reformation. Many of the boomer generation managers may be characteized as cucasion and lacking in tolerance of diversity. Not unlike most of the rest of the United States. This space is too limited to give a history lesson supporting my conclusion so I will just say I believe the federal workforce has a long way to go to reach equitable treatment of all employees.

EEO cases are down, because the system doesn't and hasn't worked for years. If you file a claim, and the wording is incorrect, or not specific, your claim gets "kicked" out, and your have to file again. By the time you get the wording right, you have missed the time line required. But, what else would you expect from the most corrupt administration since the US Grant presidency. This administration will go down as the most inefficient, corrupt and unsecure administration in this nations history, and we have not even seen beyond the tip of the iceberg. Once these corrupt menions are removed from power, I pray the next president will conduct a thorough investigation into what they have done, but that will only happen if America votes for Change in November--and that is not a vote for McSame!!! Vote the bums out, and lets return govenment to "of the people, by the people, for the people", rather than FOR BIG BUSINESS, BY BIG OIL AND TAKE ADVANTAGE OF THE MIDDLE CLASS!

EEOC continues to lump together all women in its report, which hides the fact that only certain groups have low participation rates - White, Hispanic, and Asian/Pacific Islander women.
Federal employment rates for people with targeted disabilities continue to drop because historically, the majority of people in this group were hired for lower level positions which have been contracted out over the past decade. Federal hiring officials rarely hire people with severe disabilities for professional or senior level positions. Until Congress holds agencies accountable, things are not going to change for this group. EEOC has no "teeth."

EEO cases down in the government..reason being more contractors especially in DOD..EEO doesn't look in the mirror to honeltly evaluate itself..EEO needs a revolution to get bak to honest values!
