Oil Spills has always been the Coast Guard's responsibility, the same as Shipping and Port security. It's best to leave the work/responsibilities with the experts who have the experience to handle the problems. The same holds true to ICE, FBI, CIA, FEMA, etc.. The more layers of the bureaucracy to get through the more delays/causalities will happen. I agree with RJ: He who serves many masters, serves none!

This proves beyond a reasonable doubt than DHS has absolutely nothing to do with investigating terrorism (other than whatever crumbs the FBI throws to us), which was the stated reason for creating this department in the first place.
Case closed!

The evidence that ICEd is correct is on the DHS internet home page. It says if you have information on criminal or terrorist activity, contact the FBI. Just as if DHS employees were not even there.
DHS subordinates itself to the agencies whose repeated failures caused it to be created. Is it any wonder its employees rank its management team (former DOJ attorneys) so poorly.

Hey, Chris, what are YOUR creds? Have you ever served this country as a uniformed officer in Customs, INS, or Agriculture? Do you have ANY idea how difficult and different these jobs are. Guess not, as you seem to approve of this ridiculous merger, and hope that it will suceed!

DHS deserves criticism, because of it's many faults and failures. To ignore them is to keep your head in the sand like an ostrich. If nobody points out the problems, then nothing will be done to correct/solve them. We need more people to speak out, instead of just accepting the status quo, so how about joining the chorus to try and fix this mess, instead of just going with the flow?

They have a lot going on at DHS. Perhaps it is too large.
It seems to be they should split it in 2.
Have one group work on prevention. They could be looking to prevent disasters.
The other group could concentrate on cleaning-up disasters.

The agency has changed over the 23 years I have been here but it is still as schizophrenic as ever. Probably more so, now that we have all the additional agencies involved. We are too large with no clear direction and only a fuzzy mission. Leadership is nearly nonexistant. God help us all.

Coast Guard is in fact struggling with its continual growth and who they answer to is not the problem. The fact that they fail to answer is. Deepwater and ICGS have been a testament to failure and fraud, waste and abuse. But it doesn't stop there; this is systematic throughout the Coast Guard.
When under the Department of Transportation the Coast Guard admittedly so did its own thing. They went unquestioned for years, decades. Once under DHS the rules changed and all of sudden they were being held accountable. At the same time, the USCG budget grew and grew, and the opportunity to modernize became reality.
The problem is Coast Guard was ill-equipped to manage such large acquisition programs. They still are. Everything about the Coast Guard has changed including personnel policy, administration, finance, accounting, and equal opportunity.
Adm. Allen has a huge road block ahead of him, and it's his own staff. We think he recognizes this, and thus his talks with Flag Officers, Captains and GS-15 recently where he stated it's time to move forward or go home.
Coast Guard has issues from Deepwater ICGS to Civil Rights and they all need the Commandant's attention. Today we had hope that progress is being made when we were contacted by Laura Williams, Communications Director at Deepwater. Continued open dialogue is necessary to ensure transparency.

DHS has too many branches, not enough resources. I have been caught up in DHS's Immigration roller coaster for 8 years. Want to get together with my children and family, invest and work in the USA but Immigration is so backlogged it may take forever.

Remember the old computer saying: "garbage in, garbage out"? NOT referring to the employees, but the concept was wrong, is wrong, and will always BE wrong! The 'alphabet agencies' still guard their turf, TSA is still not sure what it's identity/mission is, and our friends overseas are licking their chops....

As I understand the bill introduced the lead integrators maintain the lead status for 4 more years and can do so longer if there is deemed to be a need to do so in the national interest. In that time NSC, FRC and OPC first of class ships will either be already built and accepted or their designs will be accepted. As such the contractors are still in the lead and will be so for long enough for it not to matter much when the term ends.
Also - another serious safety flaw was discovered recently on the 123s. the fire suppression system was changed necessitating hatches that open out for safety. The 8 123 delivered had hatches that open in and there were no flaws logged at delivery on this issue via the trial cards.
Lastly the CG accepted the first NSC without any of the critical security TEMPEST tests being run end to end. Originally they promised to do so by the end of this month. Recently they have said "later this year" which means they are delaying. Again.
The ordeal is far from over.

Tell me something I don't know! DHS was set up to fail from the start, by being given an impossible mission. The existence of DHS, however, insulates the FBI and CIA, which blew it big time on 9/11, from blame when the next terrorist attacks occur. DHS was, is and will always be nothing but an expensive boondoogle, and a straw man to take the fall in the future.

He who serves many masters, serves none! How about a story on how many committees and sub-committees DHS reports to and wastes time spinning in circles due to competing agendas. I'd like to see a comparative report on all agencies, and how many different congressional "masters" they report too. Contempt of Congress, you betcha!
