Trinca commented that collections paid after debtors receive a letter from the GOVERNMENT (saying that the matter will soon be turned over to a collection agency)should go to the collection agency. So if a local tax collectorinforms a citizen to pay a fine or go to jail, and the fines are paid, then the jail gets the money? What rot!

Trinca acknowledged that while he disagrees with Olson, she is simply doing her job. "She's an advocate," he said. "As a trained lawyer you take all the factoids and present them in such a way that they put your client in the best light, and her client, I guess, is the union." Ditto for Trinac and other private agencies they do the same thing for their client.

I recently used the Taxpayer Advocate program to get relief from a private collection firm. They were seizing an unreasonable amount of my pension, even though I.R.S. determined that I was "not collectible." I worked with a field agent in 2004 and was making voluntary payments and reporting changes in income. The private collection agents ignored the I.R.S. field agent's ruling and letters detailing my medical expenses. They failed to take action on my appeal in 45 days a were taking another extension. I was hospitalized twice last fall because I could not afford my medication. The Taxpayer Advocate probably saved my life. The private collection companies do not understand an old street saying: you can't collect money from a dead man.
